No. He can't fine you and can't retroactively cut your pay for hours you had already worked. He can cut off direct deposit, but if your check is produced in Austin they'd have to mail it to you.
You shouldn't have quit without notice, but that doesn't mean that he can do these things. There's no law against quitting without notice, it just isn't something you should do.
Call your state dept of labor if he really tries to do these things. Or better still, tell him that if you don't get your full check, either deposited or mailed to you, you'll have to call the dept of labor, that might back him down.
Taking $40 out = NO
Changing rate of pay after hours have been worked = NO
Cancelling direct deposit = Yes, but if you ask him to send you the check, he has to send the check...
If he actually does these things, contact the TX labor board. In many states (don't know about TX), if the employer purposely does bad things like this, you can get 3x the amount owed.

Do you have an employee handbook? See what that says. It should state guidelines on terminations for any reason. Also see about filing a complaint with the labor board, your employer is probably doing something illegal.

my advice would be to contact the local labor board if he does this, not sure about Texas labor laws my self but labor board can definitely help you,,,, good luck
I don't know about Texas but I contacted the Michigan Department of Labor years back to ask if an employer could cut pay rates to minimum wage and was told that yes they could. Not sure if this could be done after the hours are worked.
As for the $40, that sounds highly illegal. If I were you I would go along with it and say something immature which makes it sound like you're going to accept it like ';well that sucks but so does life.';
Then, after he does it, report it to the authorities. You may end up with even more than $40 in the end and he will end up regretting his decision.
As for making you pick the paycheck up in a different city, that's just ridiculous. Tell him you expect the paycheck to be mailed to you. I'm not sure how long he has to get it to you but you'll get it eventually.
If he wants to be anal about it go around him. Figure out who writes the payroll checks for him. Either he has a different company handle payroll for him or the payroll department is located in a different city. Either way you should be able to contact them. You might be able to find a company name or phone number on your check stubs.
