Of course the landlord is not going to take sides with you over his own son but I don't see that the landlord is practicing any form of discriimination against you. Call the Fair Housing agency to get the legal definition of discrimination in housing. You can take your voucher to another apartment that accepts Sec. 8. Would the landlord let you break the lease with a break-lease fee? Does he have a different apartment you could rent? July of next year is a long time from now.

It won't hurt to inquire with Sec. 8 but don't be emotional about it.
Keep documenting the noise and don't call the police unless you are seriously threatened.
You have no basis for any sort of 'discrimination complaint', since there is no discrimination here. Your problem is a noisy tenant, with whom you share the building. If this tenant is not making noise during normal 'quiet time', there is not a lot you can do. I can only suggest that you find different living accommodations when your lease expires.
Your four year old son is out the home every weekday until 8:00 PM?
You and your husband should have both kids removed from your home. I can't imagine a 4 year old being out of the home 12 or more hours a day. Even foster care treats kids better than that.
Does you four year old ever eat a meal under your roof or is he on a government paid free breakfast, lunch, and dinner program.
